A year after Operation Broken Crystal, the El Suerte Cartel has broken and splintered, but not before gaining control of the Texas border town of Laredo. Two new cartels, The Dos Rios Cartel and The Caballeros Cartel, have begun to fight for control of El Suerte territory. The fighting has spilled over into the streets of Laredo. Law Enforcement has been run out of town, the city officials have been bought and paid for, and the two cartels are seeking to establish control and carve out territory for themselves.
